The Affordable Care Act requires long-term care facilities to submit Payroll-Based Journal (PBJ) data to the Centers for Medicare and Medicaid Services (CMS). This includes reporting on direct care staffing information, including agency and contract staff, and census information. Payroll-Based Journal reports must be submitted through the new Quality Improvement and Evaluation Services (QIES) system, provided by the CMS. Mandatory Payroll-Based Journal reporting starts, July 1st 2016.
